COVID-19 IMPACT ON FOREIGHN DIRECT INVESTMENT

Summary 

Attracting foreign capital and access to foreign sources is vital for developing and transition economies. According to international studies and practical experience, the country's good investment climate and politically and economically stable environment are attractive for foreign direct investment. But there are factor or a combination of factors whose impact on the investment environment is virtually unexplored. This is exactly what is happening in the world today. The pandemic that has virtually stopped the world has had an incredible impact on every country. In this case, globalization has clearly accelerated the growth of influence.

The paper discusses the impact of novel coronavirus Covid-19 to foreign direct Investment. We consider FDI flows under three possible scenarios for the effectiveness of the public health and economic policy measures being taken by countries. The changes in foreign direct investment flows and geography are estimated to be related to the spread of the pandemic, both in the long term and in the short term. It is also noted that the FDI has played an important role in improving the economy in the post-pandemic period. As past crisis experiences have shown, subsidiaries of foreign companies, including small and medium-sized enterprises, may be more sustanable of crisis due to their connections and access to financial resources.

The European Commission guidance on foreign direct investment (FDI) for EU member states, and the free movement of capital from third countries, as well as the protection of strategic assets in Europe have been analyzed.

We emphasis also the possibility of Georgia in the context of investment flows and geography changes in the pandemic and post-pandemic period.
